Petition Allow all healthcare professionals to work as agency staff in other NHS trusts

The legislation IR35 is created to strengthen the balance on tax restraints, to which is appropriate, however, all healthcare professionals should have the right to work in all NHS/HCA trusts, in our spare time as agency workers, despite their permanent role in a specific trust.

NMC have set revalidation , how do healthcare professionals keep up with the need of hours for other registrations, without the option to do agency work. There will be an increased demand on contracted hours and staff bank, As there is not enough shifts to go round.
There will be a complete shift in roles leaving gaps of employment, thus affecting the safety to the public.
There is already a 1% pay cap and now no other options to earn extra funds, to which will cause healthcare professionals becoming financially distressed.
