Petition Pass Mandatory Laws for cycling in the UK
For the safety of cyclists, pedestrians and all road users It should be mandatory for all cyclists (1) To pass a recognised cycling test (2) Carry valid Insurance (3) Hold a current bicycle MOT (4) Clearly display a bicycle number plate (5) Wear a cycle helmet and hi-vis clothing

There are a number of cyclists who totally disregard the Highway Code. Motorists are easily identified by their registration plates, but cyclists are relatively anonymous. Cycling on footpaths is a danger to pedestrians. Undertaking when approaching left turns, cycling at night without lights and listening to music through headphones poses a danger to all road users as does ignoring traffic lights. New laws will improve the quality of cycling, increase accountability and enhance road safety.
