All crimes should carry a minimum jail sentence, however sentencing should also be linked to the expenditure of the police force involved in the arrest.

if a criminal costs a fortune to arrest the criminal, then a far larger sentence should be imposed based on a unit rate of days sentenced against police force expenditure.

For example if a stolen car takes 6 police cars, 1 helicopter and 20 support staff to arrest then this huge cost should be considered during sentencing.
