Lower the age to protect children and young people who suffer horrific injuries at the hands of bullies.
I had my arm broken 14 years ago by bullies, so this isn't stopping happening to others!
Recently 7 year old Jak had his head bashed into a metal pole, leaving him with a horrific head injury.
