Petition 3 years wait for clearing 3 penalty points too long/unfair

currently if a driving license is endorsed with 3 points (which is usually a minor offense) the waiting period for the points to be cleared is 3 yrs, that is not only too long but unfair, many EU countries have a period of one year, please join me in requesting the 3 yr period to be decreased to 1 yr or at least halved to 18 months as majority of drivers with 3 points are not serial offenders and this long period of punishment resulting in insurance price hikes is way too far and unfair.
