Petition Cap young drivers' insurance at £1200

More and more young drivers are taking the roads hour by hour day by day and the last thing they want to see is an insurance quote ranging from £1500 to as much as £4500 - young drivers can't afford this amount of money just to be able to drive so if we cap it at £1200 it is a more reasonable price.
