Rejected petition Calculate Child Benefit entitlements using combined household income

At the moment if two people living in the same house earn £49k a year totalling £98k they receive child benefit with no charge, If a household income like myself is made up of £51k for myself and £6k for my wife totalling £57k but we have to pay a percentage back now. This makes no sense?!
