Petition Stop INSET and Polling Days during school term time.

After the recent Supreme Court decision the Dept of Ed said " every extra day of school missed can affect pupils chances of achieving good GCSEs which has a lasting effect on their life chances". Why is it okay for pupils to miss days through INSET or when school is closed for polling station use?
