Petition Change/Stop the 'double taxing' of cars bought and sold within the same month.

Car tax is automatically cancelled when a vehicle changes hands, the previous owner can only claim back a full month, so if you sell your car on (example) May 2, you cannot claim a refund on the tax for the rest of the month. The new owner must pay for the full month from May, taxing twice for May.
