Petition Charge thieves for consequential loss

When thieves steal metal they are usually only charged with thieving the scrap value of the metal. Frequently however there are enormous consequential losses (houses blown up as a result of stolen gas pipes. Trains unable to move owing to stolen signalling cable) I would propose that as in some states of the USA, the thieves are charged with the cost of putting right the damage they have caused.. .
