Set a UK debt ceiling which requires a 66% majority vote to approve increases to. Also set a balanced budget amendment in law requiring UK budgets to be balanced by a certain date such as 2020.

We must only spend what we bring in in taxes unless specifically approved in a 66% majority vote requiring bipartisan agreement
