To require the establishment of a register of people who are content to receive cold calls from companies and other organisations. Such companies and organisations to be allowed only to make marketing calls to people who have actively opted to receive these calls and such companies to be required to make their phone numbers available to all people called through the BT 1471 service or equivalent.
