To reform stamp duty so that either the amount paid as a % of the purchase price is reduced, graduated or abolished altogether - and by doing so - remove a block on social mobility and aspiration and increase the suppy of property to the market, thereby reducing the upward pressure on house prices and indebtedness of buyers and stimulate the wider economy by increasing the number of house transactions with the associated economic spin offs (and tax take) this would bring.
