Closed Citizens Band Radio - legalise SSB inline with the CEPT agreement

To date, Ofcom have failed to agree to legalising SSB on the UK Citizens Band Radio service even though it is signed up to a CEPT agreement. SSB (with a PEP of 12 Watts) has been made legal in the majority of other European Countries who are signed up to the CEPT agreement.
