Closed scrap 'smart' motorways and revert to a hard shoulder

So called 'smart' motorways are anything but smart . A small refuge that can barely accommodate an HGV . Cars do not breakdown always where there is a refuge available . There is no facility for cars/lorries to re-join at motorway speed . Cars breaking down in the 4th lane are sitting ducks .
