Closed Harm reduction on Fentanyl laced Heroin, by giving away Fentanyl testing strips.

We the people ask the government to promote and give away free Fentanyl test strips with organizations which have a needle exchange program`s and charity's which help drug users. If opiate users have a means of testing their product for Fentanyl then it would reduce accidental deaths.
