Rejected petition Stop the resale of tickets at inflated prices on secondary sites

Tickets are being bought from sites and are getting sold to third party sellers for a price meaning real fans are missing out. Reselling of football tickets is illegal under section 116 criminal justice and order act 1994. why won't this law apply the same for concerts and other sporting events?
