Rejected petition Make cyclists pay insurance and road tax to use UK roads.

I believe that if cyclists use UK roads why are they not paying tax like cars and motorbikes and why are they not paying insurance when sometimes a rtc is the cyclists fault not the driver and the driver gets nothing for his/her loss.
