All benefits payable to unemployed persons and families should be limited for a period not exceeding two years. If it is apparent that there is no employment in a region of the UK then people and families should be given the choice and support to either seek employment in another area of the UK, be employed by the local authorities and paid an equivalent payment for work done for the community or lose their benefits.
