All Benefit recipients to keep receipts of everything they spend each week and the following week's benefit shall not exceed the amount spent on approved items (ie zero for booze, cigs, tv etc). All benefits to be at same level regardless of the capacity of the applicant, though "special needs" eg severely disabled would get premiums.
