Closed Parental rights to non-paternal fathers who raise a child before paternity test

Fathers can spend years raising children who they believe to be theirs. However, a mother can turn around and state that they are not the paternal father and have a test to prove it. These fathers who have brought these children up as their own then lose all of their rights and access.
