Rejected petition Justify the 12 week suspended sentence for offender pulling female PCs hair out

The government need to justify how they believe that a 12 week suspended sentence is acceptable for the male that hit and pulled lumps of hair out of a female West Midlands police officer. Any law abiding citizen will agree this is disgusting and the government need to speak up!
