Petition suspend work on smart motorways & use the money to repair the carriageways

Millions of pounds are being spent on smart motorway upgrades, yet a lot of the road surfaces are in a very poor condition. There are potholes & sunken lanes everywhere. I propose that the money allocated to smart motorways should be used to bring the road surfaces up to a standard fit for purpose.
