End the feudal leasehold system in England and Wales.
Convert all, new and old, leasehold flats to share of freeholds or commonholds, as it is done in almost every country in the world, where all flats in a block part-own the land that the property is on.

Stop ground rents from being charged by the freeholder, in most cases a company, run by anonymous UK resident investors, incorporated in an offshore tax haven and not paying capital gain tax in the UK.
Stop freeholders doing additional development on the land without notifying the leaseholders.
End the horror stories of flat owners, held to ransom by greedy freeholders, when their lease is below 80 years.
Make leaseholds a thing of the past.
