Rejected petition Lobby the government re dog and cat thefts in Scotland.

Pets around the whole of UK are being stolen. There is a petition calling for changes to the law in England and Wales, scotland has no similar petition and I would like to start one to lobby the government to Include Scotland in changing the law surrounding Pet Theft. Help by signing my petition.
