I'm not quite sure why, as a motorcyclist, I have to do two practical tests to pass, when a car driver has one. Bring the Module 1 and Module 2 together, it's getting harder (and more expensive) under European law for motorcyclists to get on the road. Introduce minimum road hours under professional supervision during lessons if you must.
