In order to choke off sale of stolen cycles and increase recovery rates,
legislate that:
# cycle frame numbers be registered with the police web site www.bikeregister.com at the point of sale,
# that adverts (both printed and on line) for sale of second-hand bikes be required to show the frame number,
# that insurance companies require frame numbers as well as proof of ownership before insuring a cycle
