Roads should only be sectioned off closed when work has started on them. I have seen roads in the past which are closed or have a lane closed for up to 2 weeks before any work is done.

There is no need to do this as this causes unnecessary traffic jams and stress. Plus some towns, shops suffer from trade loss as people are put off by road closures.
