Quite a number of court cases have ended with the defendants being released, despite their obvious guilt, due to a technicality where laid down procedures have not been followed. E.g. - police not having the correct details on a search warrant. The proposal is that such technicalities will not be cause for dismissal of a case but the officers, or whomever, who have committed the technical breach can be prosecuted after the trial.
