The performance advantage for winter tyres over standard tyres below 7 degrees is established.
The avoidance of weather-related transport disruption, collisions and accidents would bring social and economic benefits that outweigh the cost over time.
The Government and tyre manufacturers, should share the provision of a subsidy in the first winter period of the requirement to partially offset the initial costs to individuals and businesses. The costs should be shared as the benefits will be shared.
