Fines will be both fairer and more effective if the sentencing authorities consider the offender's ability to pay rather than simply the gravity of the offence.

A fine should be levied as a percentage of the offending vehicles current market value rather than a fixed amount. "Vehicles current market value" to be computed by the software referencing standard market value tables for vehicles.

A fine of £100 will not deter a city banker from parking illegally, but could seriously harm the family of an unemployed person committing the same offence.
