Patrick McLoughlin, Grayling's predecessor came to an agreement with Boris Johnson who was Mayor of London at that time that Transport for London should take over the Southeastern, Southern and South West metro line services when their contracts ended. The efficient running of the London Overground service highlights the considerable improvements to the reliability and quality of services that could be achieved for passengers if Transport for London were allowed to run the franchises.
