please look at this website.

this shows that police cautions are flawed and can be corrupted by police to boost their detection rate. innocent people have ended up with cautions. the police are partisan for prosecution therefore how can any penalty they administer be fair. only tribunal should be allowed to offer penalty as they are independent from both prosecution and defence. alot of defence solicitors also consider police cautions to be illegal and cautions conflict with human rights legislation. imagine yourself in these shoes: your arrested, your innocent, yet the police stitch you up and force you to accept caution (as in article above) how would you feel. thats why police cautions should be scrapped and all persons issued police cautions in the past should have them expunged
