At the first sign of warm weather certain people in our society choose to go shirtless in public places, such as shops, fast food outlets and betting shops to name but a few. I believe that this outrages public decency. In order to prevent this, I propose that Police Officers / Police Community Support Officers / Civil Enforcement Officers be empowered to impose on the spot fines of £100.
