Petition Convert Existing Child Trust Funds into Junior ISAs

To allow:
1) existing CTFs to be freely converted into a Junior ISA, and
2) permit those without a CTF, but eligible for on, to open a Junior ISA.

The current structure of the Junior ISA is prejudicial against those born during the period in which CTFs were offered.

Supporting these changes will remove that prejudice.
