Ban all headgear that covers the face, including Scarves, Balaclavas, Niqabs and Burkas from being worn in public places.
Safety equipment such as Motorcycle helmets and face masks can only be worn in public in relation to their use and not as a casual accessory in a public place.

Its is a security threat to our nation if people are allowed to roam public areas concealing their identities by covering or partially covering their faces.
This is a particular problem for police identifying offenders on mass demonstrations.
I have experience demonstrators intimidating delegates entering a conference shouting abuse behind covered faces.
