To create a national ID card scheme which is cheap and affordable so that their is a standard for what is acceptable as a valid form of ID, something which nowadays is not the case due to schemes such as challenge 21 and 25 which forces a lot of us to carry round what that particular place classifies as valid ID which is not the same for a lot of places e.g. most stores and bars don't accept citezenship cards and a suprising amount won't take provisional drivers licences, forcing us to carry round our passports which realistically is not very safe.
