Arrears of court ordered child/spousal maintenance can be 'written off'' by Judges if the arrears are over one year old, how can this be justice?

Those responsible to the non payment of court ordered maintenance know that if they hold out long enough and exploit every loophole in the system they stand a chance of having the arrears remitted.

Is it not about time that the legal system does not reward this non compliance of court orders and keeps the debt in perpetuity. There is currently a time limit for collection of court ordered costs. If money is owed there should be no time limit for the creditor to seek payment of the outstanding arrears and costs.
