Petition Increase the penalty for driving whilst using a hand held mobile phone.

The penalty for using a hand held mobile phone is currently three points and sixty pounds. Judging by the number of people seen using a phone or looking down, whilst texting, the penalty is not proving to be a sufficient deterent. The penalty should be increased to six points so that if caught twice, the maximum twelve point "totting up rule" will effect a ban from driving.
