Rejected petition Stop Paypal From Operating In The UK If They Continue Seizing Users Funds
Paypal routinely randomly freeze users accounts, sequester funds for extended periods of time and have awful uncooperative customer service and rude management teams. As a company which millions of people in the UK rely upon, the government should force them to reform or cease operating in the UK.

My own experience with paypal resulted in a 150 day wait to close my account and withdraw funds. Effectively disrupting the cash flow of my business.
A quick search shows that this isn't an isolated incident. It is common.
