Petition Make repeat offenders pay a percentage for emergency service costs

Persons who are being repeatdly arrested for offending for: affray, public disturbance, ABH or GBH should pay a percentage of the emergency service costs which attended the scene.
Court costs recover some expenses but not all. A levy should be applied in these cases.

This method would help as a deterrent to knife attacks/gang crime, and it would also make it fair for persons who do not cause undue expenses from the emergency services.
Crime is on the rise and there are more gangs than ever.
This levy could also be expanded to moped theft gangs for the expense of a vehicle/foot pursuit.
Some persons cannot afford fines, but in that case then this would also help a legal case to get the dangerous repeat offenders locked up.
