Rejected petition make all disabled parking bays in private roads enforceable

to change the rules surrounding a "curtesy bay" and to make all disabled bays whether they be in a public or private area enforceable, so that the general public if they do not have a blue badge will recieve a fine payable to the local council.
or to give the private road bays the same rights as those on public roads/areas and they are enforceable by traffic wardens
