Petition Mandatory FRAME NUMBER field to be used when selling bicycles on web sites.

Many stolen bicycles are sold on second hand web sites. It is almost impossible to identify bikes on these sites. Therefore a Mandatory FRAME NUMBER field must be filled in when selling bicycles on these sites, without the number being given the item cant be advertised e.g. Ebay Gumtree etc.
