Petition BAN letting TWO persons ride on a moped together

Whist in London taking pictures of Shard near Tower of London. Moped with two passengers mounted pavement, came from behind and as passed across the front of my nephew the back seat passenger grabbed the tripod i/c camera and carried on up the road weaving in and out dangerously with traffic.

More than 60 crimes using mopeds or motorbikes were carried out every day in London alone on average over the past year - a 50% increase on the previous 12 months.
