Closed Rapists who also murder should be charged for rape as well as murder

Apparently it is normal practice in the UK for a man who admits murder but not rape (when evidence of both exists) to be charged only with the murder. This means that the murderer, if later released, is not recorded as a sex offender, nor formally convicted of the terrible crime of rape.
