It’s about something that the UK Government or Parliament is not directly responsible for.

Any advertising on the Edinburgh Castle ramparts would ultimately be a matter for 'Historic Scotland', who manage the Castle.

I should add that responsibility for all aspects of staging the Games, including advertising, is that of the London Organising Committee of the Olympic and Paralympic Games (LOCOG) who are a private organisation operating independently of Government.
