Rejected petition Make the Army and Navy flyover, in Chelmsford, two lanes to ease traffic

The current flyover is a single lane and was only supposed to be temporary.

Let’s lnock it down and make a double lane fly over so traffic can flow in both directions in and out of Chelmsford.
