Rejected petition Parking fees should be apportioned to the time OR first 10 mins should be free.

It's very common in UK that we pay for parking on hourly basis even if we have parked the car for 10 mins. Imagine during processing the payment (whether on phone or paying machine )it's 2 mins past the hour.It should not be like that because we have not used parking land for that whole hour.

I would request to please sign this petition and get the parking charge apportioned to the time vehicle parked OR the first 10 mins should be non chargeable in every hour.
