Council Tax religious communities discount

A discount may apply if a person is:

* a member of a religious community whose principal occupation consists of prayer, contemplation, education, the relief of suffering, or any combination of these; and
* he or she has no income or capital of his own (disregarding any income by way of a pension in respect of former employment) and is dependent on the community to provide for his or her material needs

I have no problem with people who need to pray but why should we pay . This kind of thing just makes me so angry; the people administering our state and finances are manifestly not doing so responsibly.
