Some of the sporting bodies have failed to deliver on their promises. A proper plan must be developed for sporting success. In Australia, they identify people who will be good at which sports at primary school!
Ian Thorpe was chosen as a good swimmer based on his height. Not because he could swim at the time.
I am not saying we go that far but the UK government of both parties is not even interested developing proper sporting policy.
